If I get an idea, I just jot a note to myself about the trigger and then stop poking at the idea. When I ask him why he doesn't put pen to paper, he'll just look at me and say that I'm the writer - he's the idea man. It just happened to me ...I totally experience this! It just happened to me yesterday, as a matter of fact. And it seems to happen most often when I'm struggling with the current wip. I write ALL ideas down, no matter how weird or odd or boring it seems.
